To facilitate and focus our efforts, the following shall comprise my Command Guidance in the pursuit of our mission and tasks: 1. Be ready at all times to provide responsive air power in support of our principal mission areas. 2. Increase operational responsiveness in mission areas by ensuring high OR and aircraft reliability rates. 3. Ensure unit fitness and readiness through regular/scheduled operational readiness training exercises. 4. Emphasize and cultivate a culture of jointness and interoperability in all operational areas. 5. Revitalize aircraft recovery efforts to sustain air power commitments in area commands and mission areas. a. Strengthen depot level capabilities for sustainment purposes. 6. Employ focused and rationalized logistics processes to anticipate future requirements to sustain air assets and other mission-essential requirements. 7. Pursue with focus and determination all PAF CUP-related programs. 8. Lay the ground work for gradual shift to Territorial Defense mode by: a. Recovering and/or strengthening essential and related skills demanded for TD b. Maintaining acceptable base competencies related to TD i. AD pilot skills
9. Continue to improve the capability of our training institutions to provide quality work force by developing a learning organization, focusing on training and learning needs an filling identified training gaps. 10. Maximize the utilization of our training institutions and related infrastructures in developing our personnel in professional and technical courses and training them in productive engagements or for contingencies. 11. Rationalize resource allocation IAW with the Command Thrusts
12. Internalize the PAF ore values and provide a measurement system for those core values. 13. Incorporate strategic planning and programming from Wing level up 14. Cultivate a leadership learning atmosphere in all units through empowerment, mentoring and leadership development sessions. 15. Introduce CMO and strategic communication course in the officer and enlisted personnel courses to prepare graduates for eventual engagements. 16. Leverage the power of the media in conveying and highlighting success stories and significant accomplishments. 17. Continue to support national development efforts and commitments through specified units. 18. SAFETY SHALL BE PRIMORDIAL in all ground and air operations
